On the basis of referring to the specialized and special small and medium-sized enterprises from all over the country, Shenzhen issued the "selection method of Shenzhen Industry and Information Bureau's specialized and special new small and medium-sized enterprises" in 2020.
Among them, the basic conditions for declaration are as follows: small and medium-sized enterprises with independent enterprise legal personality registered in Shenzhen (including Shenzhen-Shantou Special Cooperation Zone) for more than two years; operating income of more than 10 million yuan in the previous year; the growth rate of operating income in the previous year is not less than 15%, or the average growth rate of main business income or net profit in the past two years is not less than 10%.
The proportion of R & D investment in sales revenue in the past two years has reached more than 3%.
It is worth mentioning that, with reference to the "notice on the selection of specialized and New small and medium-sized Enterprises in 2021" issued by Shenzhen Industrial and Information Bureau in March 2021, the scope of the selection of "specialized and New" small and medium-sized Enterprises in 2021 focuses on small and medium-sized enterprises in the manufacturing industry, giving priority to the selection of strategic emerging industries, core basic components (components), key basic materials, advanced basic industries and industrial technology.

At the same time, the indicators of the selection conditions are divided according to the regional gradient.
